Building Plans Examiner 1
GENERAL STATEMENT OF DUTIES
Examines 1 & 2 Family Dwelling building plans and plans for related accessory structure for compliance with the State of Oregon Residential Specialty Code, assists the general public in obtaining permits and compliance with the requirements of the Oregon Residential Specialty Code and local ordinances.
SUPERVISION RECEIVED
Works under the supervision of the County Building Official who outlines assignments and reviews work through conferences and reports.
SUPERVISION EXERCISED
Supervision is not a responsibility of positions in this classification.
WORKING CONDITIONS
Work is performed in a general office or field environment. Office work includes the use of a computer using word processing, spreadsheet, permit tracking applications, and e-mail programs or programs specific to the position. Fieldwork includes working in a variety of inclement weather conditions. May be required to work flexible schedules and long hours throughout the year, particularly during construction season (May through October).
EXAMPLES OF DUTIES - DUTIES INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:
- Examines 1 & 2 Family residential construction and site plans for compliance with County building, plumbing, mechanical, fire codes, and other related standards.
- May perform building inspections throughout Marion County as needed.
- Determines value of structures pursuant to adopted policies, thereby determining permit fee.
- Confers with architects, engineers, contractors and the general public relative to building, plumbing, heating, zoning and State Fire Marshal's codes as applicable to their buildings.
- Reviews construction plans for completeness and compliance with County codes and policies as required to assist applicant.
- Provides technical information on the various County codes to the field inspectors.
- Prepares technical letters when additional instructions are needed to accompany building permits.
- Occasionally investigates and inspects alleged violations of building codes.
- Maintains appropriate Building Inspection Division records and compiles reports of review activities, records plan review conditions in computer database.
- Appears in court when required, to testify regarding construction code requirements.
- Perform other duties as assigned.
MINIMUM REQUIREMENTS:
- One year construction trade experience, building code related course work, or building inspection or plan review experience in the specialty codes; OR
- Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
- Possess at time of hire an Oregon Residential Plans Examiner Certification; or an International Code Council Residential Plans Examiner Certification and obtain an Oregon Residential Plans Examiner Certification within six (6) months.
- Possess at time of hire an Oregon Inspector Certification; or an Authorization to Perform Work from the Oregon Buildings Code Division within 30 days and obtain a valid Oregon Inspector Certification within six (6) months.
- Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. Must possess, at time of hire, and maintain an acceptable driver's record.
